Not a fix but something that may help you:
Seems like there is a tool call limit per response. While I don't know exactly what that limit is, I ran into this problem several times as the model would exhaust all calls and leave none to provide a download link for the file.
What helped was to tell the model in the prompt they have a tool call limit and to plan the use of them carefully, leaving extra tool calls for the link generation. Latest news I could find stated the call limit was 6 per turn, although from my usage I noticed it would sometimes go way over that and still deliver a file.
